You have to be charged within 48 hours of being arrested. The rioters were arrested. The police weren't.

It might be different when you have people on tape, and I'm guessing murder has a higher threshold than whatever the 95 people are being charged with doing. Nah- the police had cause to arrest rioters (helped I am sure by video) and charges follow soon after. Arresting and charging the police had to wait until the investigation was complete- and once it was the decision was made to charge- I fail to see how anything was 'rushed'- the investigation was over, it was ruled a homicide by the ME, so at that point it is a go/no go- no use in dragging it out.

You have to be charged within 48 hours of being arrested. The rioters were arrested. The police weren't. And why were the rioters arrested? There was probable cause. The investigation of their crimes follows that arrest. Charges are filed and potentially amended as the investigation progresses. A group of people grabbed a guy off the street, tossed him in a van, then delivered him to the hospital with severe trauma from which he died. Probable cause of a crime?

The Baltimore police lieutenant charged with the manslaughter of Freddie Gray allegedly threatened to kill himself and the husband of his former partner, during incidents that led to him being disciplined and twice having his guns confiscated.
Brian Rice, who pursued and arrested Gray after the 25-year-old “caught his eye” on 12 April, was reportedly given an administrative suspension after being hospitalised for a mental health evaluation when he warned he was preparing to shoot himself in April 2012.
Rice, 41, also received an internal discipline when a judge granted a temporary restraining order against him after a request from Andrew McAleer, the husband of Karen McAleer, who is the mother of Rice’s young son and a fellow Baltimore police officer. Rice has been married to and divorced from two further women, according to court records.
McAleer said in his court filing, which was first reported by the Guardian last month, that Rice forced one of Karyn McAleer’s young children to “shoot” a photograph of her and her husband that Rice had “taped to a piece of cardboard intended for target practice”. It was not clear from the filing whether any weapon was actually used.
Rice was ordered to stay away from McAleer, his home and his workplace after a series of alleged confrontations, including one armed standoff in June 2012 when officers from two police departments responded to a 911 call and spent 90 minutes defusing the situation.

It's 1.8 billion. According to Recovery.gov, one of Baltimore’s central ZIP codes, 21201, received the most stimulus funding in the city, a total of $837,955,866. The amount included funding for 276 awards, and the website reports that the spending had created 290 jobs in the fourth quarter in 2013.
Of this amount, $467.1 million went to education; $206.1 million to the environment; $24 million to “family”; $16.1 million to infrastructure; $15.2 million to transportation; $11.9 million to housing; and $3.1 million to job training.
ZIP code 21202 received $425,170,937, including a $136 million grant to “improve teaching and learning for students most at risk of failing to meet State academic achievement standards.”

Shit. Well, you can see that is exactly like all the extra funding we get from the govt for schools with huge minority population. No matter how much money you spend, the failure is them and money won't fix their mentality. Some people do improve and get out. Ben Carson came from poverty in Detroit. I and Bills are waiting for links to prove no one in Baltimore got a job after being on assistance. None of them got an education. None moved out of poverty.

A pastor in Baltimore (grew up in the troubled area) who has been on the news a lot lately got kicked out of 3 high schools. A judge gave him another chance. He got his GED then went on to get a PhD. Yes there are success stories.

To keep stimulus spending in perspective(somewhat) here's what I found about Florida.
Florida received more than $15 billion in stimulus money. There are two main ways that money is being distributed: through state agencies and directly to local governments.
Florida received $2.2 billion for classroom stimulus spending.
Stimulus experts in Florida managed to draw more federal money per dollar in Medicaid-related expenses.
For example, Florida used to carry 45% of the shared state/federal Medicaid expenses, while the federal government picked up 55% of the tab. Now, the federal government is picking up 67% of Medicaid costs in Florida... which means Florida has more flexibility in health care spending per dollar. It also means Medicaid recipients don't have to worry about qualifying for reduced eligibility requirements.
Winstead said this is the largest increase -- of any other state -- when it comes to feds taking on more fiscal responsibility for the shared health care archive.wtsp.com/news/article/115114/0/Stimulus-spending-in-Florida
