I didn't read everything, but I can't tell you the # of times strangers have moved the shade or blanket on our stroller to get a peek at the baby. I had a park ranger who took ds hat off when I was wearing him in a front carrier. So assuming that no one will do this and realize you have a 60# dog instead is pretty crazy imo.
Secondly- everything gel said about dogs is true. Snapping and biting are normal behaviors for dogs. We've bred them to behave certain ways but we can't remove those instincts. I've done a ton of dog training, and usually think our dogs are pretty good, but we also assume that any of our dogs could bite at any time and take appropriate precautions. I can't stand to be around dogs whose owners let them dictate every interaction.

The huge difference with the dogs sleeping or just lying at the owner's feet is they are able to see everything around them and are not in a dark, enclosed place. Is it possible you could train a dog to do what you want? Yes. Is it probable? I'd say no, because to my knowledge dogs aren't animals that are calmer in totally enclosed dark places. You add being moved around and in strange conditions with food smells its not likely at all.
Plus as someone pointed out, you have the issue of people wanting to see what's in the stroller. Then you have the oddness factor. I'm not sure if I have ever seen a big stroller closed or open at a indoor restaurant. I bet you'd get lots of attention if it was allowed in.
It would be long and interesting training for your scenario as well. You'd need to let a dog run around the dog park, take a short car ride, and then put the dog in a stroller in the restauarant parking lot/street parking and train the dog to be quiet for an hour or more. You'd need dog friendly restaurants to train in or enough restaurants you didn't want to return to until you got to the point the dog didn't make sounds or move around in an obvious non-baby fashion in the carriage. You'd want to accidently jar the carriage on chairs and obstacles, have people walk by and jar the carriage with the dog remaining silent and motionless before the training could be considered successful. I think it would be cruel to the dog so its not something I'd consider. Without going into restaurants I don't think you could adequately train the dog as even a loud family gathering is much different than a restaurant setting.

I like to take my dog to the park to walk. Often I meet my daughter and her girls there. Sometimes we would like to go out to eat afterwards. The problem is I have a dog with me. I cant leave her at home because she was the reason I went to the park, in order to walk her. I cant take her home, because then I dont want to go back to town, too lazy I guess.
In the town I live in, it is common to see dogs leashed in front of restaurants/ eating places. Not high end places, mind you, but coffee shops, diners, ordinary restaurants. They are in the shade with a bowl of water. Passersby often stop to pet them. I realize that might not appeal to you, but that is how it's done around here... And if you sat near a window, you could keep an eye on him.

I want scream at people who leash their dogs to a pole or something while the owners go on their merry way. I'd never leash or tie up my friend like that. He is, of course, on a leash when we walk or when I take him to the vet, but that's it. I know it's perfectly acceptable to most, but it just makes my teeth hurt. One of those personal "makes me crazy" things, I guess.

Service dogs aren't stuck in a baby carriage. They're working, even when you see them lying down. Shaving a dog in a baby carriage and expecting it to stay totally slient for an hour so you don't get kicked out is different.
Labs make good service dogs because they're working dogs. Service puts them to work. It takes A LOT of time and patience to train a lab, any dog really, to that level.
You want a dog you can shove in a baby carriage you should have purchased a toy breed or a breed of dog that doesn't require a lot of activity. A lab is not the type of dog that you can do what you're planning to do with.
By the time you get the dog trained to do it, if it's even possible, it'll be too big for the stroller anyhow.

(DH is very protective of our dogs and would not do it from fear that they might be stolen) But it is common around here. As long as the dog is in the shade and has water, I don't really have a problem with it. The dogs mostly sleep and don't seem to mind at all. Seems to me a better solution than shaving the dog, sneaking him into a restaurant, risking a fine for the establishment, and upsetting other patrons.

Or get the order to go and have a picnic and let the dog run around. No, it is much easier to spend countless hours trying to teach a puppy to behave for an hour in a baby stroller, risk pissing off the restaurant, and have someone go into a sneezing fit at the next table over.

I don't think anybody said your dog killing someone was likely, just possible. An awful lot of very unlikely things would have to happen for someone to die. Someone with an ultra severe dog allergy would have to choose to go to a restaurant close to a place where lots of people walk their dogs, forget to bring their medication, and get close to your dog.
What is more likely to happen, though is that people will be inconvenienced or hurt by your behavior. Your dog could freak out, get loose, cause a big ruckus, and possibly bite someone. Since baby strollers are designed for women to use, they tend to be a bit flimsy to cut down on the weight, so a freaked out dog getting loose seems very likely. I could also see your dog jumping out of the stroller still attached to it and dragging it behind him in a crowded restaurant. Or the dog could just sit there quietly and cause someone with a severe-but-not-life-threatening dog allergy to spend the next day or two feeling like crap.
Since the place you're going is right beside a park, I find it hard to believe that there aren't places that sell food to go for people who want to picnic. And from the dog's perspective, your car is more restful and less confining than a stroller in a restaurant. If you can go back to your car to get a stroller, then you can go back to your car to drop off the dog. So I have to ask, why is it so important to you to bring your dog into a sit down restaurant? Why is your convenience more important than everone else's?

Could I? yes.
Could I in a way that guarantees the dog stays silent without being cruel to the dog? No.
I'm not an expert on baby carriages though, so maybe i'm missing some key component to all this.
