The program they are cutting is 100% federally funded; so they are diverting funds. If they are turning off the program, shouldn't the federal government be able to terminate that funding to AZ? Seems a bit extreme to limit it to 12 months when as recently as 2 years ago the recession was leaving people on UEI for over 12 months.
I think this just means that dependent people that are using the program will migrate to another state. CA & NM probably get the brunt of it. AZ makes some very interesting decisions for themselves as a state.

Back in the 70's, Oregon used to give Greyhound Bus tickets to "encourage" welfare recipients to move elsewhere. I can already imagine a lot of people moving out of Arizona in the next 12 months (which is probably what the creator of the bill hoped for...).

I believe a lot of states now have length of residence requirements, to avoid benefit shopping. Because if people on welfare could migrate to states with better benefits, Georgia wouldn't have any poor people at all, because GA makes every effort to kick everyone off their welfare rolls, even the highly eligible ones.

Oh FFS! Can't we have a discussion without it degenerating into a bunch of little snipes? For example resolution posted this, and there is some truth to the statement: What I would like to know is if there has ever been any analysis to determine how many jobs those corporate tax cuts actually attracted? Wasn't that part of the original argument when they were made? Corporations are playing states, and even cities off each other in what has been called a race to the bottom. From a tax perspective TX and CA are very anti-business but you still have companies flocking to those states. If those tax breaks in AZ supposedly attracted all this business then there should have been jobs added, right? Where is the proof of that?

Maybe, if a state is so willing to it's dependent members on other states, it's time that we stop welfare for states as well. Arizona, like Florida and many other states, already are carried by those "liberal" states and by Texas which somehow got sucked in as well. So how about in 12 months Arizona and the others gets kicked of the Federal teat? One of the problems that AZ has is Revenue compared to Spending is the amount of money the Feds put into the reservations, Three of the ten largest reservations are located in AZ,
Which have very high unemployment and very high poverty rate.

I would think that will ultimately happen. I think that generally when the feds give out money for X, they want that money used for X. I don't think you'll keep getting the money if you cut the program. Our entire welfare system is setup up poorly, but this is not a fix. This is only a fix if people choose welfare as a lifestyle. Generally there are a lot more reasons involved including lack of education, mental illness, and lack of opportunities and transportation. If you want to fix welfare, first focus on why people end up on welfare. Our current system barely touches this. Then setup the program without the huge steps in benefits. Make it so you are always better off getting a job, working more hours, or getting a raise. Right now many have it so that an extra $100 a month in income could cost you thousands in benefits, so people get stuck without a way to move up. It kind of makes me sad that instead of fixing the huge flaws in a program that helps so many, they instead just cut short the program. Very shortsighted approach and shows a complete lack of understanding as to why people end up in poverty.

It is federally funded but it's a block grant meaning you get a set amount to distribute as the state sees fit. You don't get more money just because you have more people using it. I believe I saw projections that showed them big time in the red if it continued growing at the current rate.
That's why people want to turn Medicaid into a block grant. Way less oversight responsibilities and the federal contribution is a defined, known amount.
