I do not believe that # 87 disproves # 75. As I stated, I believe it will ultimatly become an issue for SCOTUS.

Believe what you want. A judge voided a part of a law that Congressman Ryan reported could only be accepted or rejected in its whole.

Yes. Also competence. Have to question the competence of a judge who only voids part of a law if legally it is either all or nothing. Did he get any of it right?

Seriously, I think Paul Ryan is a very scary dude. He is power hungry, and I worry about him gaining enough power to carry out some of his agenda. His agenda will NOT be good for the poor and Middle Class. A very scary dude...
The Bush looting of the Treasury should not be replenished on the backs of the poor and Middle Class.

The GOP has also proposed a new rule requiring that each piece of new legislation include a statement justifying the legislation’s constitutionality.
Sounds great to me All Americans should be overjoyed about this.Sane leadership for the Country at last.

legislation the legislation’s constitutionality." ==================================== Little confused here...realize so many of the congressionals are lawyers..but I though all legislationn was supposed to be constitutionally correct..I am sure they, Congress has a legal department to help with the wording and issues that might arise....and legislation once passed..then if some have a problem with it , I guess they could bring suit..final judge on that is the courts, so what is so earth shaking about this added what ever you want to call it??

Which means ALL the legislatures, Senators, House Members are going to add to their staffs..and that would mean high priced staff, attorneys who are versed in the Constitution, knowlegable types , or do you think theyll just have a new department that after a bill is written will have to be vented or..any way, I bet this cost $.. I say in a year , oh how about , with all the potential bills, $25 mill?? This being proposd by the Tea Party??
