The thing to remember is due to congressional dysfunction that this is only a 5 month budget.
Also this is the budget for FY (fiscal year) 17 which should have been approved 1 Oct 2016 (before the election)
Incoming POTUSes usually inherit the last POTUS budget during their first 9 months in office.
So in a way, this is Obama's budget.
We'll see what goes down in Sep 2017 negotiations for FY 18 budget.
Budget FY runs 1 Oct to 30 Sep

President Trump was elected through the process in place for the election of a US President. This budget was created through the process in place for establishing a US budget.

It is disappointing that no major legislation has passed nor are president Trump's campaign agenda's getting completed. The Republicans are running around scared and letting the democrats control the narrative.
While I think some of the problem for the dysfunction is laid at the feet of democrats and their obstructionism, congressional republicans need to start growing a spine and actually start doing something. They spent the last eight years telling us how they could do a better job governing the country than the democrats, but they just dither and bicker and get nothing done.
And so far, president Trump has shown he does not have the political capital or vision to enact his policy. Just releasing a one page summary of tax reform is not going to cut it.
My guess is the president and republicans didn't want the bad press of a government shutdown. But still, when democrats trumpet how great the spending bill is you have to wonder how many concessions the supposed "winners" had to make. But, as Rob Base said, since this is just a 5 month budget and just a continuation of the Obama era budget, maybe it wasn't a hill worth dying on.
At least there's provisions for increased boarder security in the new budget.

The Republicans are running around scared and letting the democrats control the narrative. Well, when your agenda goes against the US Constitution, what do you expect? You CAN take pleasure from the appointment of an arch conservative, corporation loving, women's rights opponent being appointed to a stolen SC seat. And so far, president Trump has shown he does not have the political capital or vision to enact his policy. Just releasing a one page summary of tax reform is not going to cut it.
Neither does Twittering... You got exactly what you voted for. You own him - and the consequences. Elections DO have consequences. What you are observing are the consequences of electing a totally unqualified (educaiton, experience or personal) person.

However, the real headline should be that the GOP controlled congress has allocated $30 billion in federal dollars, and more than $80 billion in unfunded mandates on the states for illegal immigration. If you don't think he's going to win, then you will have to explain why it is that you believe Democrats will take Wisconsin, Michigan, Pennsylvania, Ohio, North Carolina, and Florida back from him in 2020? I don't think they've got a plan to do it-- and in fact, I think Trump will pick up Nevada, Colorado, New Mexico, Minnesota, and Virginia-- almost with certainty, and there'll probably be some wildcards in there-- your guess is as good as mine on that. The Trump coalition is growing, not shrinking. Polls will NEVER be reliable again-- you're just going to have to listen to me from here on out. Never doubt it.

I don't think they ever dreamed that he could win and sat on their butts doing nothing expecting to continue to point fingers and blame the Democrats for everything while collecting their fat paychecks and perks. Boy were they outed for how truly worthless they are.
If there is a silver lining for Trump's win this is one of them. A lot of stuff is coming out about many people because those that are sick of the lies, perversions, fraud, and do nothing republicans are standing up against it and speaking up. And people are getting more educated about how the USA and our laws really work no matter who thinks they can dictate otherwise.
