So which is it? Should they only enforce laws that relate to endangering behavior (IMO a barking dog doesn't count) or should one of the other cops have quieted the dog?

Wow with the cop hate from some people. I was annoyed when I got pulled over, but I don't hate them. Honestly, I'm wary of them but I still don't hate them or wish them harm. I genuinely appreciate the ones that take their duty to serve and protect seriously. If our laws and their orders have them out there pulling people over for not wearing seatbelts, my problem isn't with the officer that's just doing his job.

I get annoyed when I get pulled over, too. And there are cops who are jerks. No doubt. There are jerks in every profession and every walk of life. But for some people to classify every cop as a "prick" who doesn't follow the law and assumes that becoming a cop makes a prick out of an otherwise nice person is ridiculous.

There are certain professions which by their nature draw more than their fair share of personality types.

I have to admit this thread surprises me a bit. I know there are a lot of rabid anti-govt people, but to not do something (that 99.99% of experts agree is the right thing to do) just because it is legally required by the govt is an infantile philosophy. What's next? Refuse to eat vegetables because the govt thinks you should? After all, maybe they only want you to eat vegetables because they want you to use less sick days so you can pay more taxes. I mean, they are only out to control you and take your money, right?
Would the anti-govt people feel better about mandated seat belts if it turned out that private industry (ie insurance companies) lobbied for the laws so THEY could save money? Is the law more palatable if profits are the reason for the law?

That is a very interesting perspective and question. I'm pretty sure my 3-year-old refuses to eat a lot of things because I want her to eat them, so you might be on to something there, SK.
