I don't go by Phil. I use a groundhog that is more local for my forecast. I'm not sure about his record though and his name escapes me right now.

About 30 degrees here, pretty decent day, was 40 yesterday. News earlier said we could end up with15-20 INCHES more snow Tues/Wed this week

We got it yesterday - no blowing, but LOTS of snow and frigid temps. The snow's stopped this morning, but the thermometer's not going to move up til at least tomorrow - more likely Wed.
