The freeze applies to all Executive Branch workers -- including civilian employees of the Defense Department, but does not apply to military personnel, government contractors, postal workers, members of Congress, Congressional staffers, or federal court judges and workers. "Getting this deficit under control is going to require some broad sacrifices and that sacrifice must be shared by the employees of the federal government," Obama said in a speech Monday afternoon explaining the decision. He added, "I did not reach this decision easily, this is not a line item on a federal ledger, these are people's lives." The freeze would take effect on Jan. 1, pending Congressional approval by the end of this year. The 2012 pay freeze will be proposed as part of fiscal 2012 budget proposals to be unveiled early next year. The pay change will not impact bonuses for federal workers or when a federal worker is promoted to a new level of pay, meaning federal workers promoted in the next two years will receive a new level of pay, but not receive any additional annual raises. The decision will save the government about $2 billion for the remainder of fiscal year 2011 and $28 billion over the next five years, the White House said. The long-term savings come from lowering the government's base compensation over the next two years."

Do you really have to ask this question and post it?
I am curious as to why govt workers get or need to get bonus payouts. In the private sector annual staff bonus payouts are made when the firm/company meets and/or exceeds sales/revenue/profit goals.
"These are young people who are working very hard at very moderate pay," said Rep. Doris Matsui (D-Sacramento), who paid her staff an average bonus of just under $9,000.
Big whoop. God forbid a govt worker actually has to work. Getting a gig on a congressional/senate officials staff is a major honor, and a big star on one's resume.

But staffers in his and other offices earning $100,000 or more a year also received bonuses. ------------------------------------------------------------ the senior staff, they are well paid, possible a nominal bonus here , the $100 thou types, just as a "Appreciate your work and all that goes into it ", and for the rest of them, it is true, they do work hard, very demanding, in a way to get a small feel, watch some old reruns of 'West Wing ", how I miss that show, , have two relatives who worked for elected as young starting out positions , cost of living in Washington, the 24/7 work in some cases at times, yes a small bonus of about a month pay, I have no problem with it. I am not going to get upset with the little things, and this is a little thing. My son's bonus seems to run over 20% when it's a good year..bonuses are not unusuial in many businesses. Not for the hourly but not uncommon in the work place. Possible so, unusual, for those who read and post here though, thus hard to understand.. Just a thought.

Actually it is not. It just shows the arrogance of the elected class. Young staffers are likely to be recent(or about to be) college grads on intership and had to compete for these jobs.

Not that young but young...and they also have expenses, loans, in today world, quite subsantial...cost of living and yes a small thing.. You have your opinion of the elected, your call arrogance, I have more respect for them then that, as much as I don't see eye to eye with them on so much, but most, they do take their work seriously. Think I have been around a bit, more realistic , experienced more...just my feeling, but if you want to vent and be angry, who am I to say not to..your business.
