I don't know, it's been debated ever since the War Powers Act was passed just how much authority the POTUS has.

Imperial Presidency is a term that became popular in the 1960s and that served as the title of a 1973 volume by historian Arthur M. I find it funny that Congress isn't asked about this, but they're looking into a BCS playoff-style system.
