Inside C Street, Washington's frat house for Jesus : The New YorkerOne midwinter night in 2008, Senator John Ensign, of Nevada, the chairman of the Senate Republican Policy Committee, was roused from bed when six men entered his room and ordered him to get up. Ensign knew the men intimately; a few hours earlier, he had eaten dinner with them, as he had nearly every Tuesday evening since he’d come to Washington. Now they were rebuking him for his recklessness. They told him he was endangering his career, ruining lives, and offending God. The men leading this intervention considered themselves Ensign’s closest friends in Washington. Four of those who confronted Ensign—Senator Tom Coburn and Representatives Bart Stupak, Mike Doyle, and Zach Wamp—lived with him in a nineteenth-century brick row house on C Street*, in southeast Washington, a short walk from the Capitol. The men regarded themselves in part as an accountability group. Despite their political differences—Coburn and Wamp are Republicans, Stupak and Doyle are Democrats—they had pledged to hold one another to a life lived by the principles of Jesus, and they considered the Tuesday supper gatherings at C Street an inviolable ritual. In my lifetime, I have read some sordid accounts of the many scandalous ways our elected officials have broken society's "sexx laws." Surely you remember the greatest hits: Mark Foley's hot chats with Congressional pages, Eric Massa's massage menages, diaper-dandy David Vitter's adventures with prostitutes, Vito Fossella's one-too-many drinks leading to the revelation of his one-too-many-families (I realize that's a "deep cut"). But this ethics report that's out today regarding the extramarital affair and attendant cover-up attempt by disgraced Sen. John Ensign (R-Nev.) is a singular achievement in debasement-narrative. The findings come nearly two years after the ethics committee began its probe, and nine days after Ensign resigned from the Senate in disgrace. He was scheduled to speak to the committee under oath on May 4, prompting his departure on May 3. Specifically, in its letter (pdf) to Attorney General Eric Holder, the ethics committee’s members presented evidentiary materials showing Ensign “aided and abetted violations of the one-year post-employment contract restriction,” “conspired to violate that restriction,” “made false statements to the Federal Election Commission,” “violated campaign finance laws,” and “obstructed the Committee’s preliminary inquiry.” Sen. Barbara Boxer (D-Calif.) told reporters that Ensign, had he stayed in the Senate, would now be facing an expulsion vote.

Ensign was set to testify under oath May 4 about his relationship with Cynthia Hampton, wife of aide Doug Hampton and the $96,000 payment made by Ensign's parents to the Hampton family as hush money. On June 11 of 2009, Mr. Hampton wrote a letter to Fox News anchor Megyn Kelly revealing the affair and seeking a meeting about breaking the story. On June 15, Hampton emailed the letter to Rick Santorum in an attempt to enlist his aid. Santorum emailed Ensign that evening to warn him that Hampton was about to go public. Ensign and his staff immediately called an emergency meeting that lasted until 3:00am. At the time, Santorum didn't know Hampton, but Ensign had been a colleague in the Senate. Santorum moved to give his fellow lawmaker advance warning of Hampton's revelations, but it's unclear whether this constitutes any actual wrongdoing. No wonder Ensign resigned. Coburn should also resign. It is clear, and everyone agrees that Coburn confronted Ensign about his affair. That leaves Ensign with what reasonable people call "motive" for messing up Coburn's life. It is unclear, and thus far there is NO evidence that Coburn engaged in any negotiation of payments to cover up the affair. I think he did probably try to keep the affair quiet- and I see no harm in discretion. He confronted Ensign privately, Ensign appeared to be taking action to end the affair; but clearly Ensign knew this would be the end of his political career and that he held the man, Mr. Coburn, who confronted him responsible. There are no independent accounts, nor any admissions on the part of Mr. Coburn. As has been said-- just the facts, right? Well, there they are. It may be your OPINION that the whole situation smells, but the facts are there are no facts supporting the allegation that Coburn helped negotiate a hush money payment to the husband of Ensigns adulterous partner.
