As those on the right love to say- you have no Constitutional right to a road, bridge,etc. It has to be paid for so stop complaining about it.

So this has nothing to do with Obama or his administration, and is about a possible study that would last 6 years, and has no chance. Try to remain calm, the great misled.
A "study" that lasts 6 years? What administration would initiate this study? How much will this "study" cost honest, hard working, patriotic real American citizens? Who is misled?

It isn't about rationing, its about how to pay for roads and bridges once we get electric cars and high mpg vehicles and the taxes can't be collected off of gasoline consumption anymore. I would think pubs would actually be for this, or a toll system... no communist highways... if you use it, you pay for it... otherwise, you don't use it...

Cash flow is pretty much constant. Whatever savings people net by not buying gas will be spent on other things that are more than likely taxed. The government will get their money in the end. This is about something else. Who knows who between government and any outside sources conducting this "study"? As always, follow the money. Again, who is misled?

Of course we could just sell off/privatize the roads. I'm surprised some conservatives haven't suggested that one. They have here in Texas; most of the new roads around here are toll roads. We build them and sold them to Spain and France. If you work in Dallas and live up north in Frisco it cost about $6 roundtrip every day plus gas. Spain and France I am sure like this arrangement. We just completed the 121 toll road and it has been sold.

The Obama administration has floated a transportation authorization bill that would require the study and implementation of a plan to tax automobile drivers based on how many miles they drive. The CBO report was requested by Senate Budget Committee Chairman Kent Conrad (D-ND), who has proposed taxing cars by the mile as a way to increase federal highway revenues. Obama's proposal seems to follow up on that idea in section 2218 of the draft bill. That section would create, within the Federal Highway Administration, a Surface Transportation Revenue Alternatives Office. I remember when they were building those around Houston, there was one i used occasionally and another that wasn't finished yet so going East out of Houston so no Toll till finished , used to go to a particulerly nice Golf course out in the boonies, and in Texas so big, so boonies long way out..seemed to go on forever, but the State saving mucho $ on the bonding of , up keep, guess it is what one wants..great roads and low taxes but definitly higher rates to use the roads..unless one wants to use side roads, which will take so much more time to use, and use more gas..stop , go, not as direct. Florida, doing the same thing, just not as big on it yet.

We already pay per mile. And the incentives are perfectly aligned even if you're one of these dopey anthropogenic global warming types. We pay by the mile in the gas tax, and if you drive a more fuel efficient vehicle, you pay less. Why would we want to switch to a system that charges everyone the same? And FWIW, I'm not necessarily opposed to user-fee type taxes that can be avoided via an adjustment to one's behavior, however-- I'm wary of of government tracking devices, and anything that tracks or restricts movement of free people-- or that COULD track or restrict movement. I'll bet that if Obama gets re-elected, and he still has a GOP controlled house and maybe senate, then he will use those words, "User-Fee" instead of taxes. You want to USE our roads, then you let us install our device and pay the FEE.

REALLY BAD IDEA It is an invasion of privacy. I do not want the government to know how many miles I put on my car and I DEFINITELY do not want any device installed in my car. - How are they going to install the devices? - How much are they going to cost? - Stupid question, but who is going to pay for the devices AND their installation? We are!! First the government gives people tax incentives to buy hybrids and then they turn around and want to tax the crap out of them. I WANT THE GOVERNMENT TO GET OUT OF MY LIFE!! Disclosure: I do not put a lot of miles on my car and I do not have a hybrid (because I do not put many miles on my car). I suspect that GE will probably get the contract to build them, using Chinese or Mexican slave labor. That will save the taxpayer plenty of $$. Installation? Every garage will probably have to be 'certified' by the government and then pay them for a 'license' to install them. Of course, they will probably let you take the cost of the device and the installation fee off of your taxes - long term extraction works best.

For the folks checking out former Minnesota governor, Tim Pawlenty, as a possible GOP presidential candidate - he was king of the user fees. Swore he wouldn't raise taxes. Apparently "user fees" aren't taxes. Check out this article from Minnesota Public Radio in Jan 2007 - minnesota.publicradio.org/display/web/2007/01/02/mileagetax/. To quote a bit of it: Gov. Tim Pawlenty told reporters at a recent briefing that part of the fix for slumping gas tax revenue is something called a mileage tax or fee.
"We will have a pilot project or a demonstration project to start the project of replacing the gas tax," he says.
Pawlenty wants the pilot project to begin this year.
Further on the article states: Fifteen states and the federal government are already experimenting with the mileage fee idea. Like states, the federal government has major transportation funding worries. The federal highway trust fund, the big cookie jar for federal road and bridge spending, is projected to run out of money by 2009.
The article dates from 2007. Remember George W. Bush? He was the president in office at that time.

Typical government BS: to raise money they are going to SPEND money by:
1. installing devides 2. paying a government agency to monitor them.
Why? Well they claim it's because those fuel efficient cars and hydrids don't burn enough gas and those electric vehicles don't burn any!
Wait, you mean those fuel efficient cars that you are forcing the car makes to manufacture? Or the hydrids and EV's that you give a tax credit for? Now you are complaining that the actions that you support are hurting revenue so you want another government boondoggle to fix it? And it means you can track where we go?
Head is hurting....
Increase the gas tax and remove the EV/hydrid tax credit. More money for the government and you still encourage tax efficient cars. Simple, easy, and doesn't compromise our freedoms. So simple, even a liberal can understand it.

It would have to apply only too new cars, older cars, ones already on the road I doubt the government could force me to take my 16yo Mercury Grand Marquis in and have a sensor equipment installed that would worth more than the car. Would you have also doubted that the government would force anyone to have such devices installed period?

Would this replace the current federal taxes on gas then? If not why spend all the money on little sensors just raise the gas taxes by the $.02/gallon or whatever. OMG!!! Common sense on this board!?!?!? +1!

If we did, well just have a utility tax to replace the now useless gas tax. You can raise revenue without the expense and invasion of privacy of a monitoring device. If we go high MPG, just increase the gas tax.

We just completed the 121 toll road and it has been sold. We have some toll roads down in SoCal, they run parallel to the freeways. You get a transponder in your car and pay a monthly fee, so there are no actual toll booths. Up here in NorCal, most of the bridge toll booths have at least one lane set up with the same system. I believe all the construction funding came from private sources.
