Personally, I feel that if you are not mentally capable or able to read, then you shouldn't be allowed to vote. ... I taught a young lady who was able to make the commonly accepted sounds that corresponded to the letters arranged on the page quickly and perfectly. After she had finished a page, when asked what she had just "read", she would not have any idea. I taught other students who struggled with the printed word but you talk to them and they were quick to understand. Personally, I feel if a court has ruled that you are mentally incompetent, you should not be allowed to vote. Short of that, you should be allowed. I've worked with lots of people who couldn't read and or had difficultly reading, but were quite capable of reasoning an voting... You might be surprised to hear which military leaders, presidents, vice presidents... etc. were dislexic, struggled academically, with reading... etc...

I thought there had to be some sort of hearing and only a court could declare someone "mentally incompetent?"

Well, I really don't think the "mentally incompetent" demographic has swung many elections, do you? I think the issue is overblown and doesn't need an amendment to the Constitution to fix (and it would require an amendment).
