I saw that ISIS is claiming responsibility for the fire and the mass shooting in Moscow - but why does ISIS have a problem with Russia? Or do they have a problem with everyone?

I also believe that since Russia has over extended its military, it has opened itself up to outside interests striking back for past transgressions. After all, if you're holding a grudge, the time to retaliate is when no one's looking.

There has long been trouble from Chechen rebels. They don't like the way Russia treats its Muslims and some really terrible things have happened.
Putin has been dealing with them since his KGB days,
The four arrested are from Tajikistan which is a separate Country, not part of the federation.
They are more likely to be from the Caucasus branch of ISIS.
Publically Putin is trying to say Ukraine is supporting them and they were trying to escape through the border. (which isn't true)
Privately, I reckon his assassination squads will out in force.
