What does Equal Opportunity Employer mean to Americans?

So, I read this headline and had to watch the video...

What exactly does Tuberville mean when he says the US Military is NOT an Equal Opportunity Employer? 

Is he telling his base that women and people of color and anyone not Christian should be discriminated against - even if that person IS the best choice for a position?  

I'm a white woman and he set off all sorts of red flags for me.   I bet he'd look down on me or would write off my abilities and skills and opinions in a heartbeat.  I'm just a woman.

Only had to listen to the first thirty seconds of tuberville.

tuberville states the military only wants the best of the best.  The best of the best come in all colors and shapes and also their potential their skills and abilities.  Everyone is given an equal opportunity to join the American military.
