This doesn't make sense. Why would Biden veto this? I thought Biden's "Green Energy" plan included solar energy. Why would he veto something that would help our solar industry. All I know about tariffs is this.
If a US company makes widgets and sells them for $50. Another country like China makes the same widgets but sells them for $30 or less because they do not have all the regulations we have. By putting on a $20 tariff it makes ours on par with them. Yes I know that's rather simplistic. There is political crap involved. Good or bad.

You asked why. Here is the answer. Biden said the waivers will create a "bridge" while U.S. manufacturing ramps up enough to supply the domestic projects needed to achieve goals in fighting climate change. link You're welcome.

So you like taxes. Because that is what a tariff is. And you do understand who pays the tariff in the end, don’t you?

Rip, you do realize there are some Big American businesses that have been fighting against solar energy for decades? It hurts some big companies (and the State of Texas). With that kind of pressure, do you really think American Solar panel production would ever get much in the way of government ensentives? Or even be a workable business for American Entrepreneurs?
China (and India, and other countries) have at least a 20 year lead on us - because of the pooh pooh of solar energy in America.
Do you really think America can come up to speed on demand for solar equipment in a year or two?? With the increase demand for solar panels?
Big Oil and Gas (and other special interest groups) did this to us by squelching the production of solar panels/equipment in America - that's how we got to be 20 years behind everyone else.
Make America Great Again!!! Too little, too late.
I remember the days when "solar energy is bad: too expensive, no one wants it, it's unreliable - there's no sun at night ha ha ha!"
Solar Energy shouldn't only be for the Rich in America. (cause you know what - solar energy is fueling/providing the demand for electricity for the poor in China and India giving them and their country a foot up on a valuable resource - their own people. because the best and the brightest don't only come from a handful of wealthy in power families. )

Can you clarify- your question is….
Why would Biden encourage worldwide suppliers to sell alternative power generation to the consumers of USA?

the second is a CHOICE. Yep. India and China are the future... The less spending power the average American Consumer has - the less "power" and "sway" America has with the rest of the world. The Republican party isn't going to Make America Great Again. I have a feeling they are mostly trying to consolidate what power and money they to protect themselves from the future decline of America (that they have been actively working to bring about- for decades.)

American corporatists see a world in which limited resources butt up against an expanding population. in the battle that ensues, the West is going to have to compromise on our standard of living to adopt something more sustainable. seeing the US as a sort of "end game", they are trying to wall themselves off from the coming battle between not rich and poor, but rich and everyone else. we are going to lose. this is the parable of the movie Ants, imo.

I suspect the goal is to shape America more along the lines of countries that have very clear social classes (as in Rich and Poor) and a State Religion.
That is the cringy-ist thing about trump's fascination with Dictators especially North Korea and any country where you are either "wealthy" or living in a shack, barely surviving from day to day. I bet trump was in awe on his visit to North Korea.
I have to admit trump's NFT trading cards are probably a page out of Kim Jong Un's playbook. trump isn't just an "everyman" he's a god.
I bet plenty of Republican politicians got some good ideas and examples of how to handle insurgents from trump's visit. ::cringe::
