Here is an article on what to do if you didn't board your cruise on time for a variety of reasons. I would add to this carry your documents from the cruise line or excursion group with you. Especially in a foreign country. I have had two people tell me they didn't take the legal document with them. Both did not read in the documents that they did not have transportation back to the mainland or airport. Worse thing ever is in the bush in Africa and your guide tells you to get back to town on your own. Or one woman was on a mission trip to an island. She was told the same thing. She didn't speak the language.

Several cruises stopped allowing you to join the cruise if you miss embarkation. It was originally started as a covid thing (back when they tested and checked everything), but covid stuff is pretty much gone and I haven't heard of it coming back.

Ships tell you to arrive at least a day before departure and even though the excursions are more expensive than doing it on your own, the ship must wait for you if you’re on one of their trips.
