They plan and also say something to someone about the plan. Listen to what people say. You'll be surprised at how many people self-report on planned sketchy/criminal activity. The video is just over a minute.

I have a feeling that the person dropping the hints about what they will do - OFTEN talks about or "jokes" about committing some kind of violence against other people. Maybe for the crowd they hang with in real life or online - it's part of their everyday "script" to say stuff that indicates violence against other people - how do you know when the 'joking' is no longer a joke?
If/when a friend/family says something out of character - it's jarring.
If saying questionable stuff is the norm (in character) how do you know when there's been a change in intent??

If the joke has any repetition or gravity, maybe psychological eval is the best way to go. I know there are technically laws you break just by planning a mass shooting - but what really needs to happen is to get the person to rethink their stance on the world. |

There can be a stop sign. I was in a Walmart about 6:30 a.m. one day. A man with a crazed look in his eyes asked where the machetes were. I said I didn't know and asked what he was going to do with it. He said hack people in this store. My response was. Maybe you need to go home and have breakfast first. There isn't anyone in this store because I had been waiting a long time.
He turned and left. It was several years until I did read about something similar happening. That time the store was crowded.
