At the very beginning there are two guys who aren't overly attractive. One of the guys decides to move to England because his Ameeican accent would help him get hot girls. After that guy leaves, there is a whole movie about the other guy as the main character. I have no clue what the movie was actually about. The movie finishes up, story tied up neatly, and in walks the roommate - returning from England and he has several super hot super model types hanging off of him in a gross 80's man fantasy type of way. But, it was frickin' hilarious because the guy was never even mentioned outside of those two scenes, and most probably forgot all about that useless first scene.
Does anyone else recall that?

Paging Tennesseer he is really good at this kind of thing. I will give it a try later but hopefully someone will already figure it out. Can you give any more "hints" ie scenes, etc about the movie??

I seem to remember a flick from the 80s which involved a parking valet in Los Vegas being tipped a hot car by a bitter or hot recently divorced woman. He shipped the car to Oxford or Cambridge where it got stuck between two buildings and had to be mutilated to get it out of everyone's way, which he dragged his feet on. I'm pretty sure that Rob Lowe was the guy that went to the UK in this flick but I can't remember there being another story over it.
Maybe we are thinking about the same movie. Maybe I am thinking of the obverse of the movie that you are thinking about.
There are so many movies from the late eighties and early nineties that I don't even want to acknowledge exist, much less that I enjoyed watching them. Some of them got just about everything bassackwards and I am ashamed to have ever been young enough to have enjoyed them.
There's a 1980s-era Eastern Europe caper that comes to mind as I type this. I believe that the last shot was of the hero, back stateside, in college, shooting a dart into the butt of some random North American gal whose attention he wanted to get. UGH!

Yup, that's the flick that I remember. I enjoyed it immensely when I was much, much younger, and I have a few clues as to why I liked it and I will not share them. I don't think that you have missed much by not seeing the film.
ETA: I was referring to Oxford Blues, not EuroTrip.

A bunch of links came up like “ Tom Hanks best and worst movies”. I poked around to see if any connection to hanks but didn’t land on anything and way to much to wade thru. Maybe op will return and fill in some blanks.

I don't know the answer either. I am really looking for someone that may know.
The entire movie took place in the USA and only had American characters. Europe was only mentioned in the first scene and the last scene. It was a throw away gag - if it wasn't in the movie, the core would have been the same. At least that is how I remember it. It was just a hilarious bit and I want to give credit where credit is due.
