First, I want to clearly state I will be RETURNING the money to the state of Oregon!
I applied for UI as a gig worker in March when the company I had been working for stopped offering work to freelancers and the bill passed to allow gig workers to apply for UI.
I was just paid this week for the 5 weeks I claimed in March/April before I got the random big payment from the State of CA that I didn't apply for and had stopped certifying I was still unemployed.
I guess the lesson is never rely on unemployment in an emergency because it can take seven months to get your first payment. Insanity.
Now I have to figure out how to return the payments to the state... What a cluster.

My DH only took 4 months! He is also gig worker. He had only worked in the current state we live in for 5 months before COVID stop, but had worked for 2+ years in previous state. He got denied at first due to lack of work history incurrent state, then finally got approved here.
Good thing we were not counting on money for food.

My DH only took 4 months! He is also gig worker. He had only worked in the current state we live in for 5 months before COVID stop, but had worked for 2+ years in previous state. He got denied at first due to lack of work history incurrent state, then finally got approved here. Good thing we were not counting on money for food. My son's GF who is a newly licensed cosmetologist in OR was out of work due to the mandatory shutdown. She was bounced between the OR/CA UI systems so long she went back to work without ever being paid. To date, she still hasn't received back pay... I hope they do go back and pay her. She deserved the payments and struggled because they couldn't agree on which state should pay her. Oregon's UI was completely unavailable by phone/email when one was having a problem. She called every.single.day and never got through to a human. She did get through to CA a couple of times but they kept telling her she had to contact OR.

Based off everything I’m seeing in my employment the layoffs are going to intensify. Companies are at the point of acknowledging there is a new normal for quite some time and revising their staffing appropriately.
Sucks it took seven months, I don’t see that improving and states will be bleeding red ink.

I've been trying to call all morning. Both the "local" and 800# go to a busy signal. Still.
This claim will end up being more than what CA paid me because it included actual UI payments, not just the Fed payments.
I'll have to figure out which state I am supposed to pay back.
Not sure how to go about it when it's impossible to reach anyone to ask...
I guess the other option is to just bank it and pay back whoever comes looking for it first.

Can you send an email through their websites? Most UI's are just overwhelmed and have stopped answering phone calls. Atleast with an email/message you will have written proof. Also banking it and letting it collect some interest for you isn't a bad thing.

I don’t think DH ever talked to a real person. He once called Monday morning and put his number in the callback que. then got an automated on Friday night at 9:30 pm saying he is still in line. Not sure if it is coincidence or not, but on That Saturday he got approval notice. At that point he was 12 weeks behind. He was able to certify and get paid for 1 week, then had website issues, then was able to certify for 2 weeks at a time and then finally got balance approved.

You should get something called a determination of overpayment before you pay anyone back. I'd talk to someone first, for all you know Oregon will say you should pay back California instead. You don't want to pay back Oregon to find out in another few months California wants their money back. DOL will be strained for some time longer with the new rounds of folks being let go. The workers in Georgia are working from home. No way would I send a check in the mail with the post office shenanigans and not knowing when someone would be in the office to deposit it. The way my luck is going the check would be declared lost, I'd pay another way, and then they'd find and deposit the second check.
