I assumed from the headline that it was some kind of tracking/tagging response for scientists to learn more about beavers. You know, like tagging sharks, etc.

Reminds me of the 2015 memorial service Torontonians paid to the deceased raccoon on the city sidewalk after no one came by from the city to remove the raccoon after multiple calls to do so.

During bird flu, the city said if anyone sees a dead bird or animal in the yard, they were to be called. We had a dead bird, called them, they came over and picked the bird up in a bag and threw it in our trash.
During that time, I saw a blue bird trembling by a tree. I so wanted to touch it but had to walk away.
