While they are appointed by a President and Senate confirmed, I don't think they can just be fired. If they are presidentially appointed he can fire them but he must notify Congress prior to doing so. I assume this gives Congress a chance to object. He's trying to shake things up at my agency but I think it was just to make everyone run around and punish us. He hasn't followed through to make it formal. Until that paperwork is filed, it means nothing.
