You have done a good job keeping your expenses in line with your income. Your expenses (if I take the middle of your ranges) seem to be in the high 700s meaning you have a couple of hundred dollars to put towards your credit card debt. What are the interest rate on the Discover card and what does your Chase card at the end of the 0% period?
I don't know if you can do much more cutting. You could reduce your Internet costs but that might be a major source of entertainment also and if so, it's relatively cheap. Have you done any comparison shopping for your insurance?

Angel food? Are you talking about a cake?
What are your loans for?
What is your 'car' situation?

Internet went up since I got an unlimited 4g plan using this for job search and entertainment.

I'd pay off that Discover as soon as possible, but also look into ways to increase income. What kind of education/skill sets do you have?

How much cash do you have on hand right now?
Are you young and just getting started?
What is the source of your 1k per month varying income? A part-time job? Several part-time jobs?
What are you trying to accomplish? Increase your income? Build some net worth? Save for a house?
What are your income prospects in the near future?

You mentioned insurance, and I assumed car. Do you have any health coverage?

If you are poor go use a food bank. I have been going to mine to donate so people who need help can go get some. Take the free food then when you are ready you can give some back.
