OK, this question falls under “I really don’t care” but hey it’s EE so I thought I’d ask.
I see all the photos of “celebrities” wearing ridiculous cloths, most never to be seen again. Do you think they are rich enough to only wear things once then throw it away? Or does it go to Goodwill, or are their closets so full of useless/ugly stuff that they just hand it off to one another?

I'm guessing some of it goes back to the designer. I believe Oscar dresses are rentals, the celebrity gets them for "free" in exchange for the designer getting the advertising.

I understand when it’s for some stupid awards show, the fancy dresses and the jewelry are often borrowed. What about their “everyday” wear? What got me thinking about this was the photos this morning from the NBA all-star game, most of the cloths were just goofy....

Now I am curious - can anyone link some examples?
I think it is a combination of both - they don't wear their clothing more than once or twice, and some of it is borrowed.
There were some Instagram videos of fashion designers sending their clothing line to fashion influencers for free so that they can get the exposure.

Those clothes were special. Just because they weren't gowns doesn't mean they just threw something on. That was something they worked with stylists and designers - because they knew they were going to be seen - lots of internet and TV exposure. When you see the pictures of them 'caught about town' they are usually wearing fairly normal clothes, and they might wear the same things over and over, but unless that celebrity goes the the same coffee shop as you and you see them every day, you dont know if they have worn those jeans once or 40 times. And, it is highly likely they have a closet the size of a small house.

Some of them might be buying their own clothes and throwing them away after they've been "seen," or maybe they send them to a consignment shop or have some other resale options only available to people who spend stupid amounts of money on their clothes. Some of them probably wear things more than once, some probably don't. Gowns for big events are often loaned (to the A-list folks) and rented (by the D-list folks) with other arrangements in between for the various classes of celebrities.
I think a lot of celebrities get and maybe even expect to get free items from designers as a form of advertising for the designers. No idea what happens to those clothes after they've been worn and "seen."
It might be interesting to look at the clothing choices and habits of various celebrities with respect to their ultimate financial health or solvency.

... people who spend stupid amounts of money on their clothes. ... I used to spend "stupid amounts of money" on rain gear when I worked outdoors in a very wet environment. For people who make their living being noticed, clothing is a business investment.

I think the puffy coat Kim K was wearing is from Kayne's clothing line. So, I'm guessing she got a pretty good discount.

Kate Middleton often re-wears her clothes during public events.

That’s the one that peaked my interest, it was ugly as hell (in my opinion), I also don’t think she’s all that special either. However, no one will ever confuse me with someone who knows how to dress in the latest fashion (unless cowboy boots and jeans count).

She has an odd style anyway, but Kayne's clothing line is seriously butt-ugly. There was a picture of all the Kardashians wearing his stuff and I thought it was a photo-shopped joke. It looked like 5 year olds playing dress up, with access to a huge stash of costumes. Lucy and Ethel looked better wearing the potato sacks.
