How does the DMV know that you have 4 wheelers if they aren't licensed?

The Off-Highway Motor Vehicle Recreation Program was created in 1971 out of the critical need to better manage growing demands for off-highway recreation, while at the same time foster respect for private property rights and protect California's natural and cultural resources. Today, this program, a division of the California Department of Parks and Recreation, is the largest and most successful program of its type in the U.S. The program continues its commitment to provide safe, enjoyable recreation while balancing the need to protect the state's resources.
In addition to providing accessibility to off-highway recreation for everyone from hikers to bikers to bird watchers, the program provides a variety of services and benefits to California's residents and visitors, including resource management of state lands, wildlife habitat protection, youth development and law enforcement.
Program funding comes from fuel taxes which are attributable to the recreational use of vehicles off highway, off-highway vehicle registration fees and fees collected at State Vehicular Recreation Areas. parks.ca.gov/?page_id=1241

In Oklahoma you have to have a fishing license to fish on private land that is not your own.

I am just so GD tired of the government's hand in my pocket.
I believe that a lot of people would be surprised at what they pay in taxes each year. Most people think in terms of: I pay XXX for Federal tax (if your not in the 40% that don't pay any) & pay XXX for state tax each year. Add those up & then you have to add all the taxes & fee's that you pay throughout the year & then figure up what percent of your total pay you pay in taxes. Again most people don't bother so they really have no idea what the total is. BTW those other fee's are basically "hidden" taxes & that's what they were designed as (ways to get more money from you without you really realizing it). At least they haven't gotten to the point (yet) of taxing you on the number of windows you have in your house or the number of TV's that you own (I've been places where they did that EACH YEAR). I believe that more "creative" taxes are going to be coming down the pike so look for them.

Agreed. User fees,licence fees,permits,etc all rise when taxes fall short. .
