Yep Fake news. I think this is an old brouhaha. I do draft emails and docs regularly. Sometimes its easier to write a possible conclusion early instead of writing it later. Especially in this case if she had been guilty, the investigation would have shown why and you just toss it in. These senators would need to prove Comey had a preconceived notion and stuck with it.

His warning he might reopen the case shortly before the election kind a proves these guys are just wishful dreamers/circus creators. He wouldn't have done that if he was convinced it wasn't possible something might be found.
