Smart phone? Or computer? My phone sometimes requires me to close down 4 or 5 sites before it will correctly open a bank http.

A "redirect" is when your browser asks for a webpage, say "robsbank.com/rob", and the server returns a message saying "To get this, you need to request another address.", e.g. "robsbank.com/rob1/abc".
It may turn out that requesting a page from the new address also returns a "You need to request another address." message. Sometimes, if a site has a bug or an error, the sequence of redirects will loop back to an address already requested and the process of redirecting would go on forever. To prevent this, browsers will declare an error after a chain of redirects has grown too long (usually 20 is the max).
The error can often be the result of a corrupted cookie. If you wipe your app's cache, it may fix the problem. If not, it's an issue on your bank's end and you'll have to wait for them to fix it.
