Keeping your shit together - even when you're upset or scared - is one of those things that hopefully most people develop as they mature. It's totally understandable to be upset. And immature people will often have difficulty controlling their reactions - again, understandable. It's not surprising OP's DD was upset, the point I keep making is not that OP's DD was wrong, it's is that she was upset enough not to be a reliable witness about things like if the other driver had checked the baby or was a "maniac". The other driver's reactions after the accident were just as reasonable, and don't indicate she sucks as a human being.
As for not acting hysterical, people are reacting that the daughter's reactions are understandable, not that the actions are desirable or that this is the way they'd hope the other person in an accident would act. Go ahead and weigh in everybody who would voluntarily interact with an incoherent, screaming stranger at an accident scene... Or if you were the husband on the other end of the call the mother/other driver was making, let us know if this would be your response, "Oh, honey, I'm so glad you and the baby are OK. Now head on over to the other screeching, incoherent lady and talk to her. Yes, I know she's not saying anything that makes sense and is accusing you of being a maniac, but it's important to let her know you and the baby are OK and that you weren't really going 50. I'm sure when you talk to her, she'll calm down, be totally reasonable and your talking to her will somehow help the situation. Now hang up the phone, get over there and start talking."

I'm not saying I'd be as hysterical, or hysterical at all, but not all of us are just default deadpan. The lady could have just said "the baby and I are okay" and nothing more. I don't think that would be too much to ask, but apparently that's engaging with crazy.

I don't think that would be too much to ask, but apparently that's engaging with crazy. She could, but when confronted with really strong emotional reactions, I often retreat and fail to engage.

I shut down in emotional situations, just go into my own world. Quite possible I would react like the other driver, from shock myself.
