When you move is it possible to sell your condo? IIRC, you were waiting for property values to increase - have they?
Personally, I think it could be quite a relief to be rid of your unit, especially if you are not planning to,live there again.
Hang in there and good luck in your exams.

Hmm. I'm surprised that someone can't designate an agent to attend meetings on their behalf. I can understand if only owners can vote, but preventing an owner's representative from listening to the discussion at a meeting seems a bit restrictive. Maybe? To be fair a lot over half the units are rented and not many owners show up to meetings. They've yet to get enough signatures any year for a quorum. Unfortunately, what you have observed about attendance at HOA meetings is the rule, rather than the exception. It is unusual for more than 3 or 4 homeowners to attend a meeting, unless they have an axe to grind with the HOA. This pattern is pretty consistent, even when rentals are minimal.

The liability issue to the community if someone gets hurt (and sues) clearing snow near his/her unit is important.
With the problems in your complex, you should consider selling before your move.
Good luck!

To be fair a lot over half the units are rented and not many owners show up to meetings. They've yet to get enough signatures any year for a quorum. What we ended up doing was instituting a change and charging homeowners who didn't show or send in a proxy a fee of $50. This is only for our annual meeting and we really needed to make sure we had enough people to vote on major issues. Everything thing else is handled by the HOA board, the property Mgmt co and we have several meeting per year that homeowners or advocates can show up for.
