MY tiny little homeowner's association desperately needs to adopt an employee handbook. I know there are some free or low cost ones out there on the 'net. Does anyone have a favorite? My preference would be a template than can be downloaded, modified to our unique circumstances and printed out. TIA!

Employee handbooks are good. But best to keep it on the simple side. Better to back up the employee handbook with a policy book that goes into detail. Employee handbooks usually don't cover all types of situations and the like. If you try to put every conceivable situation into an employee handbook, you end up with a policy book. Even policy books have a bit of vagary to them, keeping open the idea of other situations not listed may result in something or another to the employee.
If you can, reference company/organization policies in the employee handbook.
ETA: Make sure there is a page in the employee handbook for the employee to sign receipt of the handbook and keep the receipt on file. It was my experience in HR that employees would sign receipt for the book but never read it. When an employee would get in trouble they would claim they never knew they broke policy. That defense wouldn't work because the employee signed receipt of receiving their employee handbook. Not our problem if he didn't read it.
