A refinery that small will do nothing to reduce price of the product. What is your point ? It's like opening one donut shop in Podunk and expecting the price of donuts to fall 30%.

The refinery is supplying the diesel needs for the Baaken oil field and surrounding area.
And, it's shiney and new.

When I lived in the Houston area..Pasadena as well as Galveston..as a manager of a national chain, I was involved in overseeing credit applications for credit by customers and I was surprised , not from this area so no experience with, to see how well paid were the operators of the many refineries in the area..I guess what would be called hi profile blue collar jobs of the time..If I remember correctly a average seemed to be $70,000 per..not counting over time...Yes there was a safety risk there too but these jobs did not call for a college degree ..just well trained personnel...uniform of the day was work cloths and safety shoes and hard hats..and that was some years ago...no idea what it is today... www.payscale.com/research/US/Job=Refinery_Operator/Hourly_Rate
