An item on 1099-Div is 'Non-dividend distribution'. Is it taxable?

Non-dividend distributions are usually not taxable, but they can be.
One needs to keep track of each year's total non-dividend distributions. The amounts reduce your basis in the underlying securities.
If ones basis is reduced to zero by the non-dividend distribution, then any further non-dividend distributions become taxable.
