Being an ambassador has never been known as one of the safer jobs to hold; particularly, in a place like South Korea. The perp, in this case, isn't still running amok, however. A bunch of guys, apparently, sat on him until the local authorities could haul his bippy off to jail. Nuts don't all come from the same place. The world is pretty evenly plagued with them.

Actually this is the second ambassador this guy has assaulted - back in 2010 he chunked a piece of concrete at the Japanese Ambassador (missed him and hit his secretary instead). He's apparently a well known South Korean crazy person.
