Very interesting! And just to put your mind at ease, this doesn't hapen ONLY in USA Military!
The military by nature is a dictatorship. When was the last time that a dictator told the truth? When was the last time that those on the social ladder of dictatorship told the truth? They can't because that would be their demise.
And yes " do as I say not as I do!" Could be the motto!

Sadly, does not surprise me at all.
I've ticked off more than one boss by writing my own exceptions before signing papers, but I refuse to falsify documents. Wish more people in charge were honest, but when they get away with it, and gain power, they crush you. I've been crushed many times, but I still fight back.
