They're trying to get legislation passed in a town a ways away from here that all wood burners have to meet certain efficiency standards. They're also looking into providing grants for people to install oil stoves to use during the coldest days of the year and providing some sort of stipend to assist with oil costs.
A different town received some sort of federal grant and had something like a couple hundred high efficiency wood stoves and installation provided to residents free of charge. There's also a limited number of state grants available each year for individuals who make energy efficient improvements to their homes.
One of my criteria for a house was it had to have a wood stove or natural gas fireplace operable without electricity. It can get freaking cold here in the winter and a lot of the times the power grid isn't that stable. I rarely use the stove but I like knowing it's there if the power goes out and I can't run my natural gas furnace. I have safety concerns re: the use of alternate heaters like portable kerosene heaters with as many animals as I have.
