In 31 of the 33 developing or emerging countries surveyed in a recent Pew Research Center poll, a vast majority of people say government leaders either don’t pay attention or don’t care about their opinions. About 67 percent of people in the Middle East and 65 percent of people in Africa say the government doesn’t pay attention to their opinions, while 55 percent of Asians agree. The rate is even higher in Eastern Europe, where about 75 percent of those surveyed say government officials aren’t paying attention."

Exactly. So, why even expect them to care in the first place? They pretend to care to get elected, that's it. because they are created to care. institutionally, that is what they are supposed to do.

It's to far removed to care. Caring in govt. still can and still does (imo) exist at a smaller local level . What about the people they serve? Do they care and how involved are they ?

Some countries are notoriously corrupt. Hard to get anything done in Egypt, for example, if you don't bring an appropriate amount of money to bribe the official. Greece, Italy, many parts of Africa are the same.
In the US, our corruption is different, but it's still there - the people, lobbies and companies willing to lay down the most cash are the ones that control the elected officials.
There may be a country where the average Joe gets attention from his government agents without having to pay a bribe or make a fat donation, but I never heard of it.

this is our own fault. We need to hold our elected officials accountable. So what do what you say or don't get re-elected. it is/can be in the our hands IF enough of us care and participate.
