I've specifically posted this on the tax talk board hoping for some sympathy from those in the know. Currently, I am researching a topic that is only slightly complex. It really shouldn't have taken me a lot of time. Tax Code - 2 sentences. Tax Regulations - 2 Paragraphs... Case law - disjointed PLR's - somewhat inconsistent. NOW as it turns out, the congress issued a PL back in ...1975 with Senate report notes that gave some additional guidance in this area. Almost 40 freaking years later and the regs and code haven't been codified for reflect the law change. Add to that some split case law depending on weather the tax court heard the case or on of the district courts.

I am still waiting for some regulations to be written for parts of the 1969 Tax Reform Act. The President could just issue an Executive Order and solve this dilemma. (Said with tongue planted in cheek and just a bit "cheeky".
