The legitimate purpose of government is laid out in the Declaration of Independence. Fans of big government are fond of pointing out that this document is not a legal document. In fact, it is. It is our founding legal document which declares, and outlines the reasons for the colonist's separation from Great Britain. When the war for independence was concluded, our founders sought to create a government which operated on the principles set forth in the Declaration of Independence. The Constitution therefore was crafted precisely to codify into our highest law those very principles. To that end our founders created in the Constitution a government with carefully proscribed limits, and separated powers.
I said all that to say this- these people don't have to be personally corrupt, for the government to be corrupt. The corruption here isn't merely the wasted money, but the SSA itself which is not authorized by the Constitution. The definition of corruption is government violation of the Constitution, which is what acting outside the bounds, outside the enumerated powers, is.

The McKinsey report itself, a final version of which was released in June (from the link in the OP) A draft, no indication of how rough a draft, issued one month and then the final smooth report issued 6 months later. Sounds typical of a huge organization dealing with an outside consultant. I like this finding of the report: Bethesda-based Lockheed Martin, which was hired as the lead contractor for the computer system, described the project in a 2011 news release as a "highly available, scalable and modern web-based system."...
The report called on the agency to strengthen its management of Lockheed. (From link in previous reply) If only this private corporation weren't so incompetent or corrupt, it would be great.

The report called on the agency to strengthen its management of Lockheed. (From link in previous reply) If only this private corporation weren't so incompetent or corrupt, it would be great. The private corporation has a duty to make money. It does not have a fiduciary responsibility to taxpayers. The managing agency has some responsibility, but this really falls to Congress, and in particular the GOP-led House where all spending bills must originate. They have controlled the House since January of 2011 and they've done little since that time to control spending.

It does not have a fiduciary responsibility to taxpayers. this is precisely why corporations should not be entrusted to do this kind of work: their goals are antithetical to the public interest.
