As much as I trust *ahem* Breitbart to be 100% accurate with the facts, is the claim that the money is coming from the US federal government true?
The US government is paying anybody with a driver's license and furniture up to $72K tax free per year to house illegal immigrants?
If I sneak across the border into the US, will somebody here put me up for a few years? We'll split the $72K down the middle until I'm either granted amnesty and US citizenship, or the federal government finally goes bankrupt.
In all seriousness: if this is for real, enterprising Americans could turn it into a hugely profitable business. Get X households to agree to house illegal immigrants for Y years. Recruit and shuttle X South American children across the border. Facilitate the paperwork that puts the X children into the custody of the X households.
The children get a new life in America. The households take 85% of the $6K·X·Y federal government stipends, and you take home 15% minus your expenses as a tidy profit. Importing 100 kids could net you $90K in the first year alone.
