Maybe he doesn't even know how to do a resume. This occurred to me as well. Can you see the scenario? Cousin A (the one who asks Carl) says to cousin B "I want to apply for a job at Cousin Carl's place. What I do?" Cousin B says "You need to submit a resume, here's mine, you can copy it" meaning copy the format. Cousin A then copies the resume, changes the name and gives it to Carl.
LOL, it could just be a really bad communication problem.
Sad but funny... I am willing to bet this is 100% what happened. I emailed him and said I need your resume, not X's. He answered: it is my resume.

How old is he?
I guess I would go one more round with him. Did you actually call him or just text? If he's pretty young (or maybe not that bright) I'd have a chat or meet him and go over what a resume is.
On the other hand if he's in his 20s and comes from a family of scammers I might run for the hills!

Tell him you won't submit that resume to Price Chopper, because he'll never work there once they confirm it was his cousin's work experience listed not his.
You can always email him back. "Sorry to hear it. Please let me know if anyone hires you while listing our cousin X's work experience on a resume with your contact info on it. I know Price Chopper won't, so I'm not giving it to them."

Carl, this guy will reflect badly upon you. One of my nephews, who is an engineer and a line supervisor at a certain company, recommended his problem younger brother for a job in another part of the plant ( he would not have been a supervisor). It was a pretty good job on another line. His younger brother blew up at the supervisor for that line after lasting about two months, and walked out. His older brother vowed never to help a family member get a job there again, since it made him look slightly bad. Youngest brother just didn't care.
Your cousin just wants to use you, and is not even willing to do the minimum work to submit his own resume'. I'd just tell him "Sorry, but they don't seem to have any openings right now." I wouldn't get further involved.
