Any advice? She is 85 and bought the house across the street. Her last house was condemned by the city and her son and her have been moving trailer loads of rusty dirty junk into the house.

I agree with Cronewitch. Not that I want to be mean, but you don't want to be looking at the "neighborhood garbage house" every morning. If you see stuff stacked up against the windows, then it's time to call the inspectors.
I feel sorry for people with hoarding tendencies, but it reaches the point where they're a hazard to themselves.

Ohhh my sympathies. The previous owners of this house were hoarders (actually burned the place down because it was packed to the rafters) and 3 years later we're still picking debris out of the yard every spring. And according to our neighbors, "they really cleaned up" before listing. I can only imagine what it looked like 5 years ago.
I agree with a call to code enforcement whenever you see anything awry. It's not mean - hoarding attracts vermin and can lower neighboring property values. Best to stay proactive.

Yeah, definitely call Code Enforcement (usually under your City or County Building Dept) ASAP because the process can take several months, especially if they fight it. I've had to go through this process several times both professionally and personally with neighboring properties.
Chances are that if this is a "known hoarder" like one of the adjacent neighbors of my San Diego area rental house, Code Enforcement is going to be very careful with their notices and documentation. I think it took us close to a year to get my neighbor to move the 25+ 55 gallon drums and illegal sheds he had leaning against my uphill fence.
I make sure I do a regular semi-annual inspection to ensure he's not "accumulating" again.

Traveling South into Reno, on the right hand side of 395, one can look down the slope at a small mobile, in fact it appears there are a number of little mobiles and camp trailers, all setting in the middle of acres of trash. This mess is clearly visible to county officials passing by. So, why hasn't anything been done about it? Because no wheel wants to squeak?

Make your complaint sooner rather than later because most enforcement agencies move slowly due to the necessary respect our legal system has for property and individual rights. I have lived next door to a hoarder and it took years and years to stop the problem. As a person who deals with this type of issue every day in my subdivision, photos or video of the offending property are your greatest asset. Our courts often respond best to visual evidence which is pretty hard to deny. Good luck!

Traveling South into Reno, on the right hand side of 395, one can look down the slope at a small mobile, in fact it appears there are a number of little mobiles and camp trailers, all setting in the middle of acres of trash. This mess is clearly visible to county officials passing by. So, why hasn't anything been done about it? Because no wheel wants to squeak? Here in Siskiyou, they no longer do code enforcement. They claim it is because they have to take a sheriff with them and it is too expensive. So, nothing is enforced. This is REALLY starting to be a problem here. It's what happens when the economy is bad and the local economy is worse. Few police, more crime, and no enforcement of anything that isn't a felony. Here they just can't afford the costs of arresting someone, taking them to jail, releasing them because the jail is full, paying for their public defender, etc... So, they mostly don't. Theft in my local area has been HUGE lately with the tweekers. They hitchhike and when CHP gets them they them locally in one of the small towns. To get home they steal cars. We have had 5 in the last two weeks stolen in just this way, right out of people's front yards. Apparently one guy has stolen like 10 cars in the last couple months. They arrest him, release him because jail is full, and to get home he steals another car. Lovely.

If they don't pay on the loans, does the lender get to repossess the loan ornaments? They do, and then they get to sell the loan ornaments at auction, to the highest bidder. Who then in turn uses the loan ornaments on their front porch, roof or anywhere else they can stick them so their yard screams, "I am a loser-redneck-white trash-trailer park person of few interests, no intelligence and I got my landscaping training in a junkyard."

A homeowner here got tired of getting ripped off and when he received no satisfaction from law enforcement he took the matter into his own hands. The next time he caught some guy ripping him off, he shot him. I found it ironic how law enforcement claimed they had no staff to help the homeowner when he was getting ripped off, yet there were over a dozen officers present to haul him to jail.

So yes, in this case, the homeowner's request for protection should have been taken as seriously. Maybe if homeowners would stop shooting people, there would be officers to deal with thefts.
