Soviet aircraft used to do different types of fly-overs of our carrier groups all the time not worrying to much about "protocols". It was done to show the basics of you can't view over the horizon weakness inherent in a battle groups defense surveillance. The only thing that really defends our blue water navy is the deterrence of our nuclear weapons. Since it has been said that Putin believes the Russian federation is like a little USSR and our current administration seems a little lacking in the foreign affairs experience department, expect more of the same.

I can't argue with that - even absent "orders" to do so, I'm sure one of our guys would do exactly the same. After the fact, they would probably get criticized in public and praised in private.

The military on both sides have been "playing games" with each other for decades. For instance, during the cold war, the US Navy had standing orders that called for maintaining course and speed when on a collision course with a Soviet warship and to take evasive action only at the last minute to "minimize" damage.
This was only applicable when, in accordance with the law of the sea, the US ship had the right of way.
