Record-breaking one if it brought down a building. Although I've been told that bringing down a building in Harlem may not be particularly hard given the state of their infrastructure. Harlem has undergone a renaissance and is no longer a slum.

The photo I've seen doesn't look like there are single family houses.

That while a family member was driving across the bridge that separated Harlem and Manhattan, she marveled at how on one side of her were the majestic billion-dollar highrises of the New York skyline, and on the other were apartment complexes with crumbling eaves and collapsed balconies literally hanging off them. She said it left an impression.

Perhaps it's getting better, but short of demolishing buildings, I don't really see how a city could repair the kind of damage described.
