When I lived in CA eons ago they wanted to split also. Sacramento and north, Los Angeles and south, then everything in the middle. Unfortunately everything in the middle had the water so LA would have been SOL.
Hmmmmmmmmm ........ Maybe that's not such a bad idea. LOL

So, how many states could we split Texas into? Let's take Austin and- forget a sale- give the rest back to Mexico- they aren't happy with the current administration so let's ditch 'em. AZ too- that's two states we can do without. Can we ad Florida too?

The Secretary of State doesn't get to approve or disapprove of ballot propositions in California. Anyone can collect signatures for any proposition, and if they get enough it goes on the ballot. You have to file something with the Secretary of State, but they don't get to say no. If you've got the money to pay folks to canvas neighborhoods you can get a ballot proposition on anything you want. There have been several groups trying to get enough signatures for a ballot proposition to change the state constitution to outlaw propositions for years. They never get enough.

I do believe that it will take Congressional approval for the split, and you can kiss that goodbye. Although, you might be able to get enough support to make it into its own nation.

If I were northern CA, I'd want to southern CA with all its problems.

If I were northern CA, I'd want to southern CA with all its problems. it is not so much the "problems" that bother us- it is the resource consumption. basically, the LA basin uses NorCal for a well, a food bank, and for property taxes. as water politics get more severe in the coming century, i am thinking the push to secede will grow.
