How ta heck this phone number existed when they called ME but when I call back it does not exist

Couple of choices.
1) Dishonest telemarketers can somehow hack phone lines, so when you try to call them back, the number doesn't work.
2) Maybe you misdialed.

They're always talking about burner phones on crime shows. What are they? Pay by the minute service that someone just tosses away?

They're always talking about burner phones on crime shows. What are they? Pay by the minute service that someone just tosses away? From the web: burner phones are prepaid cell phones specifically purchased to be used briefly and then replaced.

I usually don't return calls if I don't recognize the number. Most seem to be from out of my area, based on the area codes, so I assume they are telemarketers or scammers. There was a scam recently publicized called a "one ring" scam. The phone rings once; you try to call the number back, and get an adult entertainment phone line in Aruba or someplace; and get a very large phone bill.
If it's a legitimate call, the person will either leave a message or call back later.

I don't answer any phone calls I don't recognize and I NEVER call the number back. What I do is go to att.net and block the offending number from getting thru again.
The last call I received yesterday (doing a google search) showed it was a collection agency that specializes in collecting debts from dead people...and they hope you are a relative and will feel so bad you will actually pay them money you don't owe.

I'll answer an unknown call if I can. Often times insurance or doctors have multiple lines that aren't their direct number line. Other times it's free entertainment to hear the people that misdial me. Never return a missed call from a number I don't know though.

Some very cheerful person from a collection agency left a message on my home phone this week. I erased it because I know I don't owe anyone any money.

It's pretty easy to mask a phone number. Or they could be calling you through a VoIP service - a lot of times the number that pops up from those types of services is not an actual phone number that can be dialed back.
