I'm not sure what the question is. Are you asking are the "best" people at the top of society?
It's hard to say. It's one of those classic "nature vs. nurture" arguments. And what makes a good person is very subjective to begin with.
For what it's worth, I think in general wealthier people tend to be healthier and better looking than poorer people. But again, that might have more to do with their enviornment than them being inherantly "better" people. As far as morals go, I think you'll find jerks and saints in all social strata. As far as intelligence, I think in general people in higher social strata are more intelligent than those in lower social strata. However, how much of this is due to growing up in a privlidged environment?

No. There are ways to prevent that for actual cream think pasteurization and other processes.

I have a coworker that is extremely good, but she is extremely hard on herself. This makes her passive and doesn't press for promotion. While she may be the cream, she views herself as 2% and may never rise to the top.
Thinking about the old saying, it would seem to suggest the cream ALWAYS rises to the top. I disagree.

We limit ourselves mostly by either personality or desire. You need to be good to reach the top but not everyone who could does. When it comes time to promote someone the one chosen has to want it and be qualified and convince others they are ready. If you are looking at 10 people it is quick to weed out 6 of them by education or experience. One or two might not be willing to do what it takes like longer hours or more stress.
I decided with my boss to train my replacement. She could do the job in our opinion but she is failing. She said she has bookkeeping experience and payroll and business tax so it seems we could teach her that in a couple of weeks. We also wanted her to do financial statements, bank reconciling and other things I do. She spends too much time worried about her old job so wasn't near me most of the time I was trying to train her and brushes me off saying she has other things to do. She ignored me most of October when I was trying to show her quarterly taxes the January for year end. I tried to show her but would get half way into showing and she would go home for the day so I would finish hoping she understood. This week she said I didn't show her were the unemployment numbers came from, her notes are a mess. I showed her again. She never learned bank reconciling or financial statements at all. So my boss is doing the banks and financial statements and going to end up having to help her figure things out in April. The boss said her main problem will be how to slow her down she gives work a lick and a promise. Instead of understanding what is due when she wants to use tasks in outlook to remember to do things. There are too many things to do for that to work like paying property taxes twice a year. I keep the forms in the AP files and some info from united way so I don't forget to send in donations once a quarter. Last week I ran a trail balance and saw a UW liability told her about it and she had no clue what you would do with it because she didn't pay attention in October. I explained then sent and email days later saying it wasn't done and she responded you do it.
So she will not be taking over half my duties and the boss will need to watch her like a hawk. We gave her a raise to $19 but I make $31 so if she learned my job she might make an extra $12 and hour and bigger bonuses but she would have had to put in more effort like staying near me and maybe staying past quitting time. I tried four months to teach her union reports, one month not watching, two months doing it her way, wrong then this month when I wanted to show her she had to go to lunch so wanted me to do it. When she doesn't learn something I try to show the boss so she can train her when I am retired. Boss took over all the year end training like W2 and clearing history, setting up new pay cycles. She could learn this stuff if she tried.
Boss is new but show her something once and she has it and willing to do anything to get the job done. She is a CPA so a quick study on accounting tasks but also thinks about what we do and why so understands not just making a task list. She is smart, educated, hard working, good with people, nice and easy to work with. She might make CEO someday from CFO if she wanted to. She just started in the spring but got a 38K Christmas bonus where my replacement probably got 2K and I got 6.5K.
I could have done much better in my career but I didn't want to. I was a CPA but didn't want responsibility so have been mostly a bookkeeper but earned 69K last year and about 9K profit sharing so well enough for someone who didn't want more.

no....i have seen some people in high places who were not the cream of the crop
they got there by nepotism, or hitching a ride on another's coattails
most of the people i deal with....they are the best at what they do
this industry seems to weed out most of the "pretenders"
still find one on occasion, but for the most part, those at the top earned their status
