I was one of many Citibank customers who were informed that they would be charged a fee for their credit card because of low usage. It would be refunded, I think I remember, if I charged something like $2500 in the year. I simply cancelled the card.
Fast forward to today . . . and I got a credit card offer from Citibank for their Thank-you card (which is what I think I had before). If I spend $350, they will give me enough points to earn a $50 gift card or something. And there is no annual fee.
I'm thinking, "Hello? Let your right hand know what your left hand is doing."
I also got an offer for a card from Amex. Wow, they are really trolling these days. I can barely charge enough to keep FOUR cards fairly active . . . two Chases, a Discover, and my Regions card that is tied to my overdraft protection. I've had to put something recurring on each of them.

The credit landscape changes frequently. Several years ago 0%, $0(or low)trans fee cash advances were widely available. I'd get four or five a week. At one point I have $46,000 out at 0%, and sitting in 3.7% and 3.9% CDs. Then the credit crisis hit and the democratic congress/senate passed draconian credit laws, and all credit dried up, as did the 0% offers. Fast forward to about a few months ago, and the 0% offers started appearing.
Don't take it personally. Read the fine print. It is looks good take the card.

Are you seeing 0%, no fee BT offers, or just ones with 3-5% fees? I've started to see the 0% BT offers again, but only one also had no transaction fee.

I honestly didn't pay that much attention. When Citibank kissed me off my saying I would have to pay an annual fee, I got very disinterested. (Yes, I know what that word means.) It was interesting that they sent me a CC offering with no annual fee afterwards.
That's pretty much all. I don't do balance transfers. I got into the game too late not to have to pay fees for the transfers plus I have no CCs with balances. That's the ONE thing that I love best about my finances. I may not have much left at the end of the month, I may not be able to buy everything I want, but the credit card demon doesn't own my soul.
He is a demon. I haven't ever fallen behind, but I have heard that he is the devil in disguise. I believe him when I look at what people in debt pay.

Citibank did same here! Every year I had to call them and do the dance. Umm.. you charged my account a annual fee? can I get a credit? No sir! ok then transfer me to cancel this card....OH you can speak to my manager Manager - I can credit you - OK thanks for 3 or 5 years that went on then the credit bubble burrsed and I was told no refunds times are difficult (BY THE MANAGER) OH ok cancel my card! and she did!! but in the mail I got a refund check of the annual fee - so I didn't have to get the card canceled! now recently I received a letter stating "We Want You Back" AT 24% OR 22% HELL NO! letter went in the trash faster than I opened the envelop

I have not seen a no or low fee offer in a few years. Compounding the issue is interest rates on CDs are pathetic, so 0% offer is useless to me.
