How do they come up with the estimate? Is it based off of civilian statistics?

for those that think this is a new thing....ask any old timer what happened before
do you truly believe it didnt happen in WWI, or WWII, or Korea, Or VietNam?
sending thousands upon thousands of young men away from home, and into harms way
not having any access to their loved ones, girl friends, fiancees, etc
when they arent scared shitless on patrol, they drink (when available) and try to get laid
the same exact thing college boys here do away from class.....
only thing is they are 5-10k miles from home doing it
Now we have added women in the military.....so access is more readily available
i DO NOT condone any of this.....but being in the military, and in combat zones i understand "part" of it
To make matters even worse, you have a chain of command structure where the victim is usually a subordinate of the perpetrator
if you expect all of these young men, trained to kill, to be "gentlemen" around the women folk, you are fooling yourself
should they be....of course......will they be....of course NOT
but this is the outcome.....and it isnt good.......

So instead of the troops just assaulting and raping civilian women in the U.S. and in foreign countries, they now rape U.S. military women and civilian women in the U.S. and in foreign countries.
We have a problem here.

one minute they were the nicest guy in the world....the next, well.....they did what they were trained for
seeing carnage and death changes people.....it did me
like i said...i dont have the answers
but i can tell you that during war, killing, raping, and pillaging has been going on since time began
and it is all troops....from every country....it just isnt ours
it is just now coming "into the light" as they say
we do have a problem.....but one that no one has ever figured out how to solve
how do you separate the killer from the guy who can turn into a rapist.....which is what you need to do
you need the killer.....

Most military 'killers' are not rapists. The military needs to figure out how to separate the two and get rid of the latter.

Sorry...don't believe that...there is a need for well trained personnel...especially now that we have a professional only armed forces...seems that is what we have...but to many , in my minds , who don't meet that criteria..more the gangster types and there are plenty of laws..{military code of conduct }..places to put those who violate..{stockade..Levenworth for those so sentenced..authority types..MP's and such..} as long as these are used properly..it seems for what ever reason to many commanders useing improperly according to the stats presented..26,000 occurences, violations..less then 4000 reported?? tats just nuts and here Congress is correct..command has fallen down..can't be trusted to do the job properly thus a different way of doing things have to be considered... Thing to remember..military i supposed to be different from civilien life..one of the motos is comradship..never leave fellows..{male, female } behind..even the dead...fellowship..and in todays military one might just as well be a female as a male..though still preponderence will be male...yet with more females in service..and less front lines ..active combat..more support or even considered combat but still way back from most of the action...possible this is where it is breaking down.. In my time in service..and it was not as a RA type just a conscript caught up but still trained , in action and did job quite well with my fellow conscripts..little time or thought given or inclination to attack female comrades..rarely seen them unless in need of medical..much better under control and if lucky to get some R and R..thats where one let out it all out and played as any very young people..male or female ..would do...this crap going on..granted it is so lon ago..not understood by me and no excuse at all...friends at VFW I spend time at..also discussed there.....same time line of service of mine feel the same way..and no excuses as some here are making either...

easier said than done
i agree most are not....my estimate is 95% maybe higher
but lets use 95%
say you send 500k troops somewhere......1% equals 5 thousand guys
that is a lot of potential probelms......and if it is 5% then you are looking at 25k possible perpetrators
the military does weed out a lot of problems in basic/advanced training
but there is NO WAY to weed them all out
and until they are put into situations that create these issues, there probably is no way to know who will, or wont be the one
hence the problem.....and the fact that it has NEVER been solved

i am stating circumstances as they are.....you can agree or disagree.....
but i again DO NOT condone any of this by our troops.....
and it isnt on the front lines that most of these rapes are occurring....it is in the back areas, or in the usa in the training areas
when you went on R&R did any of your unit get out of hand? anyone arrested? tossed in the brig?

i guarantee things went on...whether or not there was anything like we are talking about, i have no idea.....
of course we can use levenworth, and brigs to punish these soldiers after the fact.....that should occur
i got the feeling some on here are trying to figure out how to keep it from occurring in the first place.....maybe that was my mistake

This isn't just a problem because of a bunch of horny young guys away from home without enough girls to date. It shows there are serious breakdowns in discipline and unit cohesion.
Maybe somebody can confirm this for me, but when I was in the Army I heard the way Patton dealt with rapists in his command was having them shot. I'd be behind that for the worst offenders to send a clear - or at least life in prison.
