when you reply to or start a thread, at the top of the form is
subject:
attachment:
message icon:
On the message icon line there's a drop down list that you can choose from.

in the picture below, the top folder is a 'sticky' thread. the middle one is a regular thread, and the bottom one is a 'hot' thread (has more than 25 replies.).. there's yet another for a very hot thread (over 40 replies) and as rose mentioned, if you use the full reply (not quick reply), there is a line above all the formatting options to change the message icon.
