Sounds like a virus we had a couple of years ago that took a seasoned tech guy a couple of days to cure.
It's not Oracle. That's a ruse. It's some fiendish hacker who wants all the way in to your hard drive.
Maybe Google the problem, but I suspect you will need expert technical assistance (and a better anti-virus program).

When I saw the title of the thread this is what I thought you were looking for a message from the Greek gods. See wikipedia definition of oracle
In Classical Antiquity, an oracle was a person or agency considered to interface wise counsel or prophetic predictions or precognition of the future, inspired by the gods. As such it is a form of divination. The word oracle comes from the Latin verb ōrāre "to speak" and properly refers to the priest or priestess uttering the prediction. In extended use, oracle may also refer to the site of the oracle, and to the oracular utterances themselves, called khrēsmoi (χρησμοί) in Greek. Oracles were thought to be portals through which the gods spoke directly to people. In this sense they were different from seers (manteis, μάντεις) who interpreted signs sent by the gods through bird signs, animal entrails, and other various methods.[1]

Happy, you aren't running any Oracle products like their Linux or Java are you? If you are perhaps you could post what the message actually is.
It probably is a virus, but since Oracle did buy Sun there is a slight chance it might be a legit update. Still, don't say yes unless you confirm somehow its OK.

I have seen the same message and thought it was a virus too. But as others have said, Oracle owns Java.

Java is a virus... (not in the traditional sense).. Uninstall it from your machine if you don't need it.

It is JAVA and wants my permission. When I click on 'yes', it doesn't do anything. when I click on 'no', it goes away. I will post the message when it comes up again.

Georgiagal, I like your definition of Oracle better than mine. I wish the Gods would have told me PLENTY years ago when I needed advice.

When I click on 'yes', it doesn't do anything. When I click on 'no', then it takes me to the website I had typed in.

I shut my computer down overnight. It isn't popping up anymore. I don't know if it needed to update or what. I constantly run our virus scan.
Hopefully being turned off did the trick.

When I saw the header " Anybody know how I can get a message from Oracle ", I thought
Get thee to Delphi.
Sorry for your computer troubles. They have to be mighty powerful computer gods for that issue. Not just computer godlets.
