?? I understand wanted to monitor the quality of schools that get state/federal funding?? But offer free courses? Crazy... does this apply to things like Kahn academy?

That sucks! I was thinking of signing up for the free courses offered by UPenn to get me back in the school mindset before I decide to go for my Masters.

OK, I know it sounds stupid, but I work in government and the basis behind the law does make sense. It just - like most laws - had negative unintended consequences. There's always some unforeseen effect that has everyone going "Shit, now what?" In a year or two some lobbyist will write a loophole for free online education or Coursera will reorganize into a 'permitted' organization and all will be well again.  |

Hold on now, there's a law against it, but will it ever be enforced, if so how, and what's the penalty? There are laws against a lot of things, for example there's a Nevada law making it illegal for a man to purchase drinks for more than three people at a time. I've been to Vegas numerous times, and I can tell you with certainty that nobody ever told the bartenders about this one. I doubt anyone has ever been ticketed for it.
In South Carolina you must be 18 years of age to legally play a pinball machine. First... what the hell? Second, while I've never been to South Carolina I doubt there are that many 14 year old punks in juvie for playing pinball.
And one from my home state, in Arizona it's illegal to own more than 2 dildos. I really want to see the look on the judges face if some cop asked for a search warrant because he had reason to believe somebody was breaking the dildo law. "That third one isn't mine officer, my roommate must have left it when she moved out." "Uh huh, tell it to the jury."

How would Minnesota be able to enforce this law ? How would the state know that you're taking a free course on your home computer ? Is the Khan Academy on the list too ? Geeze. I would just give my address as being in another state, if I had a relative or friend willing to front for me. F--k Minnesota's bureaucracy. Seriously.
